The Canandaigua Planning Board will take its first official steps in reviewing the massive Uptown Landing development project at its upcoming meeting on February 25. The proposed project, a decade-long plan spearheaded by developer Jeff Cook, includes a diverse mix of residential and commercial properties, totaling more than 600 housing units and new retail space.


Inside the proposed development
Uptown Landing is slated for development on Parkside Drive and Fire Hall Road, encompassing approximately 100 acres. The plan includes:
- 224 apartment units spread across three-story buildings,
- 91 mixed-use units within a four-story residential/commercial building,
- 90 for-sale townhouses,
- 250 single-family homes,
- 5,000 square feet of commercial and retail space.
The project is designed to align with the town’s Uptown Form-Based Code, aiming to increase housing diversity while integrating commercial elements for a walkable, community-oriented neighborhood.
Incentives and amenities
To support the project’s approval, the developer has offered several community benefits in exchange for zoning incentives. The town board granted conditional approval for incentive zoning in October 2024, allowing for reduced lot sizes and modified bulk regulations. The developer, in return, committed to:
- Installing new playground equipment and asphalt trails at Blue Heron Park,
- Constructing public restrooms at the park,
- Adding sidewalks along Fire Hall Road and Parkside Drive to improve pedestrian access,
- Enhancing signage and accessibility throughout the community.
The total estimated value of the incentives granted to the developer stands at $689,500, while the public amenities package is valued at approximately $828,200.
Traffic and infrastructure impact
A traffic impact study conducted in June 2024 evaluated the effects of the project on local roads. The study projects an increase in traffic along NYS Route 332 and surrounding intersections, but it concludes that mitigation efforts, including road improvements and optimized signalization, will help manage the anticipated volume. The town has also assessed water and sewer capacity, determining that existing infrastructure can support the development.
Alignment with town planning goals
According to a September 2024 town planner’s memo, Uptown Landing supports Canandaigua’s long-term growth objectives. The project aligns with the town’s Comprehensive Plan by:
- Concentrating development in designated growth areas,
- Providing diverse housing options at varied price points,
- Expanding pedestrian-friendly infrastructure,
- Enhancing public park accessibility.
Next steps and public input
A public hearing will address a minor amendment to the previously approved incentive zoning agreement. If the amendment is accepted, the Planning Board will move forward with a detailed site plan review on February 25. While no final approval is expected at this meeting, it marks the beginning of an extensive review process that could take several months.
